NYC tree removal and replacement is an agency-controlled process, not a contractor solution to an inconvenient site condition. Before a City tree is removed for a building-related project, Parks permission and the applicable replacement arrangements must be addressed. SLK Buildings helps organize the project evidence, agency coordination and related records while the responsible specialists address technical tree work.
Confirm whether the tree is under Parks jurisdiction and identify its location using the survey and project records. The request should explain the proposed building or frontage work and the conflict that has been identified. Avoid a conclusion based only on the fact that a tree stands beside a privately owned building.
As a coordination step, gather photographs, relevant drawings, the DOB job reference and any required specialist assessment. Ask the design professional to explain the alternatives considered and the implications for access, utilities or the pavement plan. The technical justification must come from the appropriate professional, not an unsupported administrative narrative.
The City’s tree replacement rules require a person proposing to remove a tree under Parks jurisdiction to apply for and obtain the permit before removal. Approval remains with Parks. The same rules address the cost of replacing an approved removal and the applicant’s stated approach to having the replacement planting performed.
A DOB approval, a proposed curb cut or a contractor’s construction schedule does not independently authorize removal. Keep any Parks determination, issued permit and applicable conditions in the project file. The field team should be told explicitly whether the record shows a request pending, an approval subject to conditions or an issued authorization. SLK XXXXXX
Replacement obligations are not necessarily one new tree for each removed tree. The City’s rules provide an assessment framework involving the affected tree and applicable conditions. Parks determines the obligation under that framework; a generalized website cost or count should not be used as the project’s approved assessment.
The zoning street-tree requirement is a different question. A building may need a frontage-based compliance calculation while also addressing replacement obligations associated with removal. Track each requirement, its governing approval, any payment and its completion evidence separately. This prevents a receipt from one process being mistaken for satisfaction of another.
An accepted removal proposal can affect the site plan, proposed planting arrangement and pavement plan. DOB expects the street-tree information in the associated documents to agree. Coordinate necessary revisions and professional certifications before relying on the changed proposal in another application.
Parks permit guidance addresses contractor qualifications and insurance, and the issued authorization may contain additional conditions. SLK’s administrative role can include tracking readiness and organizing communication; actual removal, planting and specialized tree work must be performed by the appropriate contractor under the applicable requirements.
Unauthorized removal or damage can create enforcement and restitution issues in addition to the need for corrective work. The replacement rules expressly address damage assessment, and NYC311 provides a reporting route for destruction of City trees. A later application should not be presented as erasing what occurred before permission was obtained.
When a notice, summons or disputed assessment already exists, preserve the relevant records and identify the issuing agency and response deadline. Coordinate the administrative work with appropriate legal advice where needed. Do not resume a prohibited operation simply because a new submission or payment has been made; any active order and its specific requirements must be addressed.
NYC Department of Parks & Recreation requirements can affect building and construction projects involving City street trees, tree protection, street-tree planting, sidewalk work, tree removal or replacement, and project closeout. Because NYC Parks requirements may intersect with DOB, DOT, zoning, and construction schedules, identifying the applicable approvals early can help reduce conflicting plans, missed requirements, and project delays. NYC Parks regulates permitted work involving City street trees, while street-tree planting and related work are subject to Parks review and standards.
At SLK Buildings, we assist property owners, developers, contractors, and design teams with permit expediting, agency coordination, documentation review, objection follow-up, inspections, and sign-offs. When NYC Parks requirements affect a building project, we can help organize the required information and coordinate the Parks-related items with the broader DOB and DOT filing process.
Whether your project involves a street tree, sidewalk reconstruction, a Builders Pavement Plan, tree planting requirements, tree protection, removal or replacement, or final Parks inspection items, start with our NYC Parks Permits and Building Project Coordination guide to identify the appropriate project path.

Not automatically. Submit the actual conflict and supporting professional information for review. Parks can require a different approach, and no approval outcome should be assumed before the agency determination.
Owner consent is not a substitute for Parks authorization for a City tree. Confirm jurisdiction, the issued permit and all applicable contractor and work conditions before removal.
No. Replacement is determined under the City rules and the applicable assessment. Obtain the actual Parks requirement instead of relying on a universal ratio or a generic online estimate.
No. A payment must correspond to its particular obligation. Zoning payment options and removal permission are distinct matters, and the removal permit must be obtained through the applicable process.
This service is coordination. An assessment must be assigned to an appropriately qualified tree professional, and any related building or pavement design remains with the responsible design professional. The engagement should name those roles clearly.
Keep the removal authorization, approved plans, assessment or invoice, payment evidence, replacement requirements, contractor records and final inspection or acceptance documents. Note unresolved obligations rather than treating the removal date as complete closeout.
Send the property address, available plans, photographs and relevant agency correspondence so the SLK team can review the coordination needs and proposed scope. Include any active deadline or restriction on work. Call 212-888-3888 or email info@slkbuildings.com.
