Eligible Homeowners:

  • Households can earn up to 165% of the Area Median Income (AMI), which equals $186,450 for a two-person household. However, homeowners with incomes at or below 100% of the AMI, equivalent to $113,000 for a two-person household, will receive preference. (See AMI chart: Area Median Income – HPD)
  • Occupancy of the current residence is required.
  • Homeowners must be up-to-date on all existing mortgage payments and have no outstanding municipal fees or fines. They should not be enrolled in any active payment plans for such fees or fines.

Eligible Buildings:

  • Be single-unit, detached residential homes.
  • Allow for two-family construction in accordance with their current building and zoning codes.
  • Successfully undergo a housing quality inspection and require no significant repairs, except those that are essential to the scope of ADU construction.
  • Either have no housing or building code violations before obtaining program financing (unless the violations are directly related to the ADU), or the owner must commit to addressing all current violations before the completion of ADU construction.
  • For basement conversion, the property must meet ceiling height standards before conversion and should be situated outside the 2050 Stormwater Flood area and the 100-year coastal flood zone projected for 2100.
