SLK Buildings assists property owners, business operators, and project teams with NYC DOHMH permit filings, inspection coordination, violation response, and compliance requirements.
The Department of Health and Mental Hygiene regulates health and safety requirements that affect restaurants and other food businesses, pools and bathing establishments, cooling towers, drinking water tanks, child care programs and other regulated operations in New York City. SLK Buildings coordinates NYC DOHMH permit, inspection, compliance and enforcement workflows for property owners, business operators and project teams when the work falls within our building, facility and agency-coordination scope.
A NYC DOHMH matter often overlaps other approvals. A restaurant build-out may involve DOB occupancy and construction filings, FDNY systems, accessibility, plumbing and ventilation work in addition to Health Department requirements. A building compliance matter may involve licensed professionals, maintenance records, inspections, testing or other agency deadlines. SLK Buildings helps organize those moving parts, identify outstanding items and coordinate the documentation path.
For the City’s current permit categories and application information, see NYC Health ~ Permits and Licenses. For a topic-by-topic SLK library, use the NYC DOHMH Resource Center.
NYC Health requirements vary by facility type, business activity, equipment, permit status and enforcement history. The correct path should be confirmed from the current agency record and official instructions rather than assumed from a similar project.
SLK Buildings can review available records, help identify the applicable permit or compliance track, coordinate plans and supporting documents within the agreed scope, and track related agency items. Government agencies, licensed professionals and regulated operators retain their own legal responsibilities, and NYC Health makes the final decision on permits, inspections, violations, cures, settlements and enforcement outcomes.
A Health Department inspection can result in violations or a summons that carries response deadlines. NYC Health states that a respondent can contest Health Department summonses at the OATH Hearings Division, and outstanding Health Code fines can prevent a permit or license application or renewal. Certain first-time violations may be eligible for a cure, while some matters may have an agency settlement option. Eligibility and acceptance are controlled by the issuing agency, not by SLK Buildings.
SLK can help organize the summons record, identify deadlines, coordinate correction documents and supporting evidence, and align the enforcement matter with related permit or building work. Where a hearing response is required, the scope must be matched to the specific matter and any authorized representation.
NYC Health regulates restaurants and other food service establishments through permit, inspection and food-safety requirements. Its current food-service resources include Food Service Establishment permits, temporary food service establishments, non-retail food processing establishments, shared kitchens, mobile food vending categories and other specialized programs. Food operators may also use NYC Health plan review services, and a specialized food process can require an approved HACCP plan.
For a restaurant opening or alteration, the Health Department permit path should be coordinated with the physical premises. SLK focuses on the building and agency interface: permit records, plans, occupancy and construction dependencies, related DOB or FDNY items, document tracking and closeout coordination. We do not replace the responsibilities of the food operator, Food Protection Certificate holder, design professional, contractor or Health Department inspector.
NYC Health currently separates bathing-establishment permits into facilities with pools and facilities without pools. The without-pool pathway covers saunas, steam rooms and spray grounds. Public-access pools may also require a properly certified pool operator. These requirements can intersect with building layout, occupancy, plumbing, mechanical systems, life safety and other construction approvals.
SLK can coordinate the project record and related permit dependencies, including the documents that must come from the owner, architect, engineer, licensed contractor or other qualified party. NYC Health determines whether the facility satisfies its permit and inspection requirements.
Cooling towers are a direct building-owner compliance issue. NYC Health requires cooling tower systems to be registered and maintained under current City rules, with records and qualified-person responsibilities. Effective May 8, 2026, NYC Health increased Legionella culture sampling to at least once every 31 days while a cooling tower is operating and added portal reporting requirements for sample dates. The City also requires summertime hyperhalogenation and related post-treatment testing and declaration steps.
SLK can help property teams organize the compliance calendar, registration and project records, coordinate qualified vendors or professionals where appropriate, and identify missing documentation. Sampling, laboratory analysis, qualified-person certifications and other regulated technical work must be performed by the parties authorized to do that work.
Owners of NYC buildings that use tanks to store or pressurize drinking water must have those tanks inspected at least once each calendar year and must ensure that required inspection results are submitted to NYC Health by January 15 of the following year. NYC Health also requires bacteriological water-quality sampling and specifies who may act as a qualified water tank inspector. Building owners must retain inspection and water-quality records and provide resident access to required information.
SLK can coordinate the compliance schedule, property records and related building work, while the required inspection and reporting must be completed by a qualified inspector under the current rules.
The NYC DOHMH Resource Center is the parent library for SLK guidance on Health Department permits, inspections, violations and building-related compliance. Use the Parent page to move between topic groups without returning to the main Services menu.
A DOHMH permit or inspection is not a substitute for other approvals that may apply to the same property or business. Restaurant, daycare, pool and building-system projects can involve multiple agencies and licensed professionals. SLK Buildings coordinates those interfaces so the Health Department item is tracked together with the broader project rather than treated as an isolated filing.
We start with the available permit, inspection, summons, property and project records so the team is working from the actual condition and current agency status.
We match the issue to the current NYC Health pathway and flag related DOB, FDNY, OATH or other agency dependencies that can affect the sequence.
We organize owner information, professional documents, application materials and interagency items within SLK’s scope. Where a licensed professional, qualified person, operator or other regulated party must perform or certify work, that responsibility remains with the appropriate party.
We maintain the action list around submission dates, inspection readiness, correction evidence, cure or settlement deadlines where available, and hearing-related milestones where applicable.
After the immediate matter is addressed, we identify remaining records, renewals, recurring inspections, maintenance obligations or other open items that should stay on the property or business compliance calendar.
SLK Buildings can review the property or business record, identify the likely agency path, coordinate documentation and related approvals, and track outstanding items within the agreed scope.
Disclosure: SLK Buildings is a private consulting and construction-management firm and is not NYC DOHMH, the NYC Department of Health and Mental Hygiene, OATH, or any other government agency. SLK Buildings does not issue government permits, waive violations or penalties, control hearing outcomes, or guarantee agency approvals, inspection results, letter grades or processing times.
NYC Department of Health and Mental Hygiene requirements can affect restaurants and other food service establishments, food permits and plan reviews, inspections and letter grades, pools and bathing establishments, cooling towers, drinking water tanks, and other regulated facilities and operations in New York City.
Property owners, business operators, developers, contractors, architects, and facility managers should identify the applicable NYC DOHMH permits, inspections, recurring compliance obligations, and response deadlines before opening, altering, or operating a regulated facility. Missing permits, incomplete applications, inspection issues, unresolved summonses, or missed recurring requirements can delay operations and may lead to enforcement or renewal issues.
At SLK Buildings, we assist property owners, business operators, developers, contractors, architects, and facility teams with NYC DOHMH permit filing and renewal coordination, plan and document preparation, inspection readiness, violation and summons response, and building-related compliance requirements. Depending on the matter, this may include Food Service Establishment permits, restaurant inspections, pool permits, cooling tower compliance, drinking water tank compliance, shared kitchens, and related DOHMH or OATH coordination.
Whether you are opening or renovating a food service establishment, responding to a Health Department inspection or summons, coordinating a pool or bathing-establishment permit, or managing recurring building compliance, SLK Buildings can help organize the filing process, identify outstanding requirements, coordinate supporting documentation, and track the matter toward approval and compliance.
SLK Buildings provides free educational content to help property owners, business operators, developers, contractors, and project teams understand NYC DOHMH permits, inspections, violations, and compliance requirements.

No. NYC Health regulates specific activities, facilities and business types. The permit or registration depends on what the business does and how the premises are used. The correct requirement should be confirmed through current official guidance and the project record.
No. Only the responsible government agency can issue its permit or approval. SLK Buildings can coordinate the application and supporting project work within the agreed scope, but we do not act as NYC DOHMH.
The summons should be reviewed promptly for the charged condition, hearing date and any cure or settlement instructions. NYC Health summonses may be contested at OATH. Some violations may have cure or settlement options, but eligibility and acceptance depend on the issuing agency and the specific summons.
No. A Health Department permit does not eliminate separate construction, occupancy, fire-safety, plumbing, mechanical or other approvals that may apply. Those requirements should be coordinated as separate but related project tracks.
No. SLK can improve organization, documentation, coordination and follow-through, but the government agency controls approvals, inspection findings, grading, cure acceptance, settlements, penalties and hearing outcomes.
