NYC Builders Pavement Plans and Parks Coordination

NYC Department of Parks and Recreation street tree permit for Builders Pavement Plan (BPP)

This page is part of SLK Buildings’ NYC Parks Permits and Building Project Coordination service hub. Use the parent page for the complete Parks workflow and service directory.

NYC Builders Pavement Plans need a coordinated view of the building frontage, public sidewalk and street trees. A tree proposal that changes in one drawing but not another can leave the filing team with inconsistent records and unresolved agency questions. SLK Buildings helps coordinate the Parks-related elements of the pavement-plan process with the design professional, DOB and DOT. This page focuses on tree and frontage coordination, not on replacing the professional’s pavement design or describing every aspect of a DOT construction permit.

Builders Pavement Plans: Define the Frontage Work and Each Agency Role

DOB’s pavement-plan guidance calls for a professional submission addressing site conditions and proposed public-frontage work. Parks has a role where City trees, planting or related approvals are affected; DOT administers the applicable public-right-of-way work permits. The team should identify which approvals apply rather than assuming that a BPP approval alone authorizes all field work.

Start with the building scope, survey, frontage limits and available job records. Identify whether the immediate issue concerns a new or revised plan, a Parks approval, a contractor permit or closeout evidence. A small missing document should not be confused with a need to redesign the entire frontage, and an actual design conflict should not be treated as a clerical correction.

Reconcile the survey, utilities and tree proposal

A useful pavement-plan record shows relevant existing conditions, including trees and nearby utility or frontage features. DOB’s guidance identifies survey and utility information among the materials needed for design and agency coordination. Where proposed work conflicts with a City tree, the Parks submission should explain that conflict through the appropriate drawings and supporting material.

SLK can help assemble the records and flag differences between survey information, building plans and the proposed planting arrangement. The design professional must resolve the technical content. If a vault, hydrant or entrance location makes a planting proposal infeasible, document the condition and seek the applicable agency determination rather than deleting the tree from one plan.

Align the site plan, pavement plan and ST-1 information

DOB states that the street-tree information in the building site plan, Builders Pavement Plan and ST-1 checklist must be consistent. This includes the compliance proposal and relevant tree counts. The applicant must also update the street-tree record when required information changes. A coordinated package should show one accepted version of the frontage proposal.

For practical control, maintain a reconciliation table for the required count, existing trees to remain, proposed removals, new on-site trees, off-site planting and accepted payment or waiver evidence. Assign the current drawing revision and agency reference to each item. This is a project-management aid; it does not replace the professional’s calculation or certification.

Track prerequisites without inventing a universal sequence

DOB’s published required-items guidance identifies Parks-related documents at different stages, including evidence of a site-plan submission, an approved plan and final compliance records where applicable. Review the actual building and BPP jobs to determine what is required before approval, permit issuance or sign-off. The public guidance includes legacy filing terms, so confirm the current DOB route rather than copying an old checklist uncritically.

The recommended status record distinguishes submitted, under review, approved, permit issued, work completed and accepted. Each status should name the responsible agency and supporting document. That prevents a plan approval from being described as a construction permit, or a payment receipt from being described as completed physical work.

Carry approved revisions through construction and closeout

When a design change affects tree locations, quantities or construction operations, determine which professional and agency revisions are required. Do not allow the field team to work from an old plan while a new proposal is being reviewed. Tree protection, contractor qualifications and required notifications must be addressed for the actual work.

At the end of the job, reconcile the accepted work and compliance documents with the current required items. Parks inspection evidence, applicable planting or payment records and DOT sidewalk acceptance may concern different obligations. SLK can organize the outstanding list and follow-up, but each agency retains its own approval and closeout authority.

🚧 Seeking Professional Guidance on NYC Parks Requirements

NYC Department of Parks & Recreation requirements can affect building and construction projects involving City street trees, tree protection, street-tree planting, sidewalk work, tree removal or replacement, and project closeout. Because NYC Parks requirements may intersect with DOB, DOT, zoning, and construction schedules, identifying the applicable approvals early can help reduce conflicting plans, missed requirements, and project delays. NYC Parks regulates permitted work involving City street trees, while street-tree planting and related work are subject to Parks review and standards.

At SLK Buildings, we assist property owners, developers, contractors, and design teams with permit expediting, agency coordination, documentation review, objection follow-up, inspections, and sign-offs. When NYC Parks requirements affect a building project, we can help organize the required information and coordinate the Parks-related items with the broader DOB and DOT filing process.

Whether your project involves a street tree, sidewalk reconstruction, a Builders Pavement Plan, tree planting requirements, tree protection, removal or replacement, or final Parks inspection items, start with our NYC Parks Permits and Building Project Coordination guide to identify the appropriate project path.

SLK Buildings provides free educational content to help property owners understand NYC agency requirements and available project paths.

For those who prefer professional assistance, we can help coordinate filings, documentation, agency follow-up, inspections, and project closeout within the agreed project scope.

Frequently asked questions

Does a BPP approval replace a Parks Tree Work Permit?

No. Determine whether the proposed work also requires Parks tree authorization and DOT work permits. These serve different functions and should be tracked separately.

Which tree records must agree?

DOB identifies the building site plan, Builders Pavement Plan and ST-1 street-tree documentation. The accepted tree proposal and supporting evidence should remain consistent across the applicable records.

Can SLK sign and seal the pavement plan?

This service is coordination. The appropriately licensed design professional is responsible for preparing and certifying the professional submission. The engagement must not blur that responsibility with administrative support.

What happens when the tree count changes?

Have the responsible professional reconcile the calculation, drawings and street-tree record, then obtain the required agency review or updates. Do not correct only one document and leave contradictory versions in the job file.

Is a Parks site visit the same as plan approval?

No. Keep the visit, comments, accepted plan, issued permit and final sign-off as distinct milestones. Use the actual written disposition to describe the project status.

Can an old ST-1 form be reused?

Use the current DOB form or applicable online intake for the job, with current professional review. Previously completed forms can provide history, but old instructions or exemption wording should not determine current zoning applicability.
